The self-declared republic of Somaliland officials have handed over Ogaden civilian to Ethiopian Intelligence who operates in that area of Hargaisa, on November 24 2012.
Somaliland security Intelligence officials arrested the Ogaden Civilian named Mukhtar Dayib Originally from Dhagaxbur Town in Ogaden while he was in Sinay District in Hargaisa, The Somaliland Capital.
Hargaisa Based source confirmed to African Rights Monitor that Mr. Mukhtar was in Hargaisa for medication and he was not involved any political opposition in Ethiopia.
Mukhtar was received by the Ethiopian Intelligence at the Border and was arrested in military facility in Jigjiga, relatives added.
Since the collapse of the Somali Republic in the late 1990’s, the Ethiopian government has entered into a secret security Intelligence agreement in which the Puntland and the Somaliland agreed to transfer citizens from Ogaden to Ethiopian military operating in the area and on the border between Ethiopia and Somalia.
The same illegal agreement exists between Ethiopia and Djibouti. Since the last ten years, Puntland, Somaliland and Djiboutian authority handed over to Ethiopian military, civilians fleeing from the war going on in Ogaden region. Most of the forced returned civilians face death, rape and imprisonment.
Forced return of civilians is a matter of infringement of International Law of Human Right.
African Rights Monitor appeals to UN, EU and regional institutions to denounce these illegal agreements and ensure the safety of the refugees fleeing the violence in the Ogaden in the neighboring countries.
