HEADLINE:  THE OGADEN AGAIN

   Ethiopia has called on Cuban troops to come to the rescue again in its Ogaden region, where the Cubans helped put down an insurrection by Somalia-backed rebels last March. The guerillas have regrouped effectively, and recently mauled an Ethiopian battalion. If the Cubans do lend a hand, it may not be for long: Havana is said to be discouraged by the financial burden of its military mission in Africa, particularly in Ethiopia.
